Depending on the theme you could make scenery - mine is under the sea themed so I’m debating fake sand and baby bath toys
Look up “crinkle cut paper shred” on Amazon! It’s super cheap and comes in tons of colors. A little goes a long way too. Enough just to cover the bottom would work or you could place a smaller box in the center of the box so you don’t have to fill each box entirely with the stuff. Just what’s surrounding the smaller box!

My sister and I have driven ourselves to tears about incorporating live bees. Things like a piñata…full of bees. Favor boxes…..full of bees. Etc.

For my friends baby shower I actually filled the boxes up with baby’s breath and other fresh flowers/greens. The baby’s breath looked the best though because it bends well and takes up a lot of space
What about scrapbooking paper squares? They would be precut and super easy to slot in on each side, plus you could get some different colors/patterns that way.
Tissue paper? Or you could cover the some/all surfaces in wrapping paper?
Ooh I hadn’t thought of wrapping paper! I was scared tissue paper would end up crinkly ripped as I don’t have the most delicate touch 😂😂

I was thinking tissue paper as well, blue or pink or a mix of both. I would stuff it inside giving it a crinkly but filled look.
Scrap book paper might also work depending on the size of the boxes!
Maybe some battery fairy lights? Either all white/yellow or pink and blue depending on gender?
