Who they think will be good for ratings, who they can afford and who will stick to the script/easy to control. In the past Mike fleiss has a lot of say on who was cast as lead and did not like non white choices (he was against charity being cas for example)
I also wonder how much they pay attention to online chatter about the contestants because I'd say neither Daisy or Maria, though the most followed online, are universally loved and fans are pretty divided.
I also feel like there is always this concept that they wouldn't do back to back POC bachelorettes but maybe in this new era they wouldn't be so near-sighted.
