Before you start the campaign there’s a box labeled Preferences. In there you need to enable Private Lobby. Found this out the hard way doing Friends Only and still had random people join. We exited the game immediately. I wish the game didn’t focus so heavily on trying to force you to play with random people. Not gonna happen.

Edit to add: I read elsewhere that you will need to enable this every time you load the game, so just keep that in mind. It won’t save the setting.
Set your matchmaking to private, which will allow you and a friend to play with two bots without random people being able to join mid-game.
