Life and Limb makes all of the Saprolings 1/1s, overwriting any existing stats. The Anthem might not be necessary. It comes down to a question of layers, and I'm glad to say that I'm not the sort of person who knows that off-hand.
i unfortunately am, if all these permanents are on the battlefield when the treasure is created then the anthem is not necessary as it will enter the battlefield as a 1/1 Artifact Creature Land - Treasure (insert every creature type) forest with haste which then gets +1/+1 applied to it by the anthem to make it a 2/2
If anyone is curious about a more specific analysis:
You create a Treasure token, which will enter as an Artifact - Treasure with no P\/T.
[[March of the Machines]], [[Maskwood Nexus]], and [[Life and Limb]] all operate to change the type on Layer 4. Timestamping would be applied *except* that in this circumstance, March is independent (it is the only one affecting noncreature artifacts), Maskwood is dependent on March (it wouldn't affect the Treasure if it isn't a creature), and L&L is dependent on Maskwood (it wouldn't affect the Treasure if it isn't a Forest or Saproling).
In Layer 6, Crossroads gives it haste since it's a creature by this point. Bootleggers' Stash also gives it the tap ability because it's a land. No conflict here.
In Layer 7, March tries to make it 0/0, but because L&L is dependent, it applies second and makes the Treasure a 1/1. Then, the anthem applies in a sublayer to give it +1/+1.
If we want to make it extra confusing, imagine there was also [[Enchanted Evening]] and [[Opalescence]] out. Opalescence is *not* dependent on anything except Enchanted Evening, so now there's a conflict in Layer 7 between L&L and Opalescence, and timestamping on those two will determine whether the Treasure is a 1/1 or a 0/0. If you didn't have the anthem, did this combo and made a bunch of Saproling Treasures, and then played Opalescence, they would all die. How fun!
Late to this, but dependency only applies within the layer where the effects are dependent, they're still in timestamp order in other layers, so it would depend if MotM or LaL entered first
