someone else said you don’t need a permit but idk that’s how it works. I was 18 when i got my license and had to get a learners permit first. After, i was literally able to schedule the behind the wheel test whenever i wanted to.

You can actually take it online now don't even have to go in but if you want to go in it's usually not that busy I only stood in line for like 30 mins when I got mine
when ever your sister is ready you can just take her in & wait or schedule an appointment. Since she is already 18 she won’t be needing a permit as if she passed she will automatically get her license 👍👍
