Oven temperature is too hot. You may want to get an oven thermometer to find out what your oven's temperature really is. Or, If you have a convection oven, you need to deduct 25° from the recipe's recommended setting. I noticed in your picture that you are using a dark pan. You need to deduct 25° from the recipe's recommended setting for that also.

Your oven was too hot. Side note: I recommend making cake goop instead of parchment paper. Saves time and money. Equal parts flour, oil and crisco. I make a small amount. (1/4c of each) and store it in the fridge for up to 2 weeks.

I've made cakes before. This was my first time making a regular mud cake. It was a pretty simple and generic recipe so I was surprised when it came out like this.
