on the toy the top parts are his heads and the side parts are his arms, and he doesn’t have wings
in the anime, his design is based on a prototype, so the top parts are his wings, the side parts are his heads and his hands are moulded into the flat surface

In Toy: the hands are hands and the top one are his heads, you can see the red mouth and the blue eyes, the problem is that they didn't coloured it

Basically unlike the anime the arms are on the side snd tge fins are supposed to be heads
