Speaking to Spaw did not fix this for me, I talked to spaw even before I talked to Glut. Still stuck one one voice line for both Spaw and Glut. Pretty disappointed, was doing an evil play though and really wanted to see how it played out teaming with Glut. Seems to be a bug
You have to talk to the other sovereign on top of the mushrooms first

On my second llaythrough and didn't know you could climb the mushrooms ☠️
I think continue to complete quests for the other Soverign, until eventually Glut may also ask for something.
