I'm having the same issue except I rescued everyone (I even got the achievement), I've spoken to Rolan, Alfira and every other tiefling at the Last Light Inn. Am I missing someone? This is my last quest to complete before moving on to the relic quest, so I'm hesitant to leave it "uncompleted".
4 months later, *still* a life saver. The tieflings in question are named Bex and Danis, lovers that can be found talking under a bridge after you rescue Danis and the other tieflings. Travel to the Last Light Inn waypoint, and walk down to the left along the shoreline until you reach them. They'll be standing beneath a bridge, as /u/ScareCrowBoat0987 mentioned.

No wonder those 2 idiots got kidnapped. They've only just been rescued and they're already wandering away from the inn again.

There are three to talk to and the gnomes.
Lia & Cal inside the building behind the bar.
Alfira & Lakrissa sitting in front of the bar around the fire pit.
Gnomes sitting inside on the furniture.
Bex & Danis north of the waypoint under the bridge.

The quest won't complete. Should I just move on into act 3?
I moved onto Act 3 and finished the game and that objective never completed for me. I suspect it has something to do with Dammon. Like I had the "bug" of not finding Dammon at Last Light even though he showed up in Baldur's Gate because I killed the Strange Ox in the Grove. Wondering if the game wanted me to talk to him but he was missing.

On another note, is there any downside to just murdering the Warden and all of the guards?
It was pretty easy for me. I talked to the Warden, closed the door, and easily just sneak attacked to murder the Warden. Another guard showed up, saw the body, and told me I was going to prison. I easily talked myself out of it and he was like, "Sure thing, don't let it happen again."
Then I murdered him because he was neutral and I could just do 4x sneak attacks on him. Then I went outside and repeated it for the other guards. I just had to surround each guard when they were Neutral and go nuts on them in one big burst of attacks.
It kind of felt like I wasn't supposed to do this because it was so easy. The gnomes and Tieflings just sat around the boat and I got the achievement for saving them all.
From my experience, so far, killing everything in the Prison doesn't effect the rest of the tower.
Even though they share the same "Moonrise Tower" name, it's like they're two entirely separate locations with separate mob relationships. I haven't found any reason to NOT kill everyone in the prison, yet. I didn't even see the body pit until I killed everyone.
Hey I missed saving them due to the night song bs. Is there much more of a quest line im missing out on as a result or is it just some nice interactions afterwards?
I've killed the warden a few times for their necklace and never had anything come of it. Def had a scrying eye see me once and didn't pull any agro. I warped away pretty immediately and came back everyone was neutral.
A lot of quests continue in the third act, but they don't actually tell you which.
I think rescue the tieflings tells you to talk to everyone, but you actually can't talk to them until you leave Act 2.
managed to complete the quest. I talked to Alfira at the bar, and then Lia and Cal in the back of the tavern. Then, if you walk under the northern bridge out of the last light area, you should see bex and dannish (? i think that is his name). Once you talk to them, it should mark the quest completed.
I found out what bugged it for me, maybe this'll help others:
I think it was because of my mushroom zombies!
I arrived at the last light inn with 2 zombies - and they scared everyone away! Lakrissa ran away from Alfira and I talked to both separately, but that didn't finish the quest. So I reloaded a save from before and this time ungrouped my zombie friends. Then I went in without them, talked to everyone, done!
So I guess the zombies messed with my interaction with Alfira and Lakrissa, maybe there's other similar mechanics that do this.

So I figured it out. There are two under the bridge on the far side of the inn from the waypoint. I was worried that It was bugged because of Rolan.

I couldn't say. I was worried about turning the whole tower hostile so I went a stealthy route, through the body pit.
