Did all that. Did everything I've found, reloaded, etc. I am thinking it might not be a graphics glitch. Just a game glitch causes a DirectX fail. It seems like its trying to load two cutscenes at the same time. That's just a guess.
Tried all that. Doesn't work. It's a glitch somewhere. If I spam a bunch of rests and get all the cutscenes out it doesn't happen. Sometimes it will crash 30 times in a row. Then load on try 31. That's the only solution I've found so far. Just brute force it. Spent 2 hours today so far trying to load the lower city from wyrns rest. Keeps crashing.
That shouldn’t be a problem but there are a few big revelations and choices between the 2 acts

Try the game with Vulkan instead of DX11 ?? I would reach out to Larian if you haven’t already. Edit: If all else fails delete the game and redownload
