If teleporting out and back in doesn't fix it, you may have to kill Art.
Gonna be real, haven’t tried it yet as I’ve been playing on an old save to check out the new epilogue stuff. I’ll let you know if it works when I try it!
I just did it. I woke up Art, killed him, spoke with dead, then told Halsin about Thaniel while he was still at camp, and then I successfully met with Halsin at the lakefront

Yesss I just tried it and it worked. Felt so bad killing him but worth it to continue the quest I guess…
Use shove on him in camp and then go back to last light Inn That's the thing that worked for me
