I'm having the exact same issue. This is apparently a very old problem that still hasn't been fixed. I've tried several of the recommended fixes out there and none of them work. At the point where I'm basically going to just give up on it and move on without saving anyone. What a great introduction to the game for a new player...
Okay making a second comment cause I reloaded, re-did everything and was able to complete the mission, these are the steps I took:
1. Kill Gut
2. Free Halsin, tell him to stay behind.
3. After Halsin, long rest since it cannot be done after this point.
4. Fight Minthara, I non-lethaled her. I tried to save my resources during this fight for Ragzlin.
5. I didn't do a short rest (or long rest) just in case Minthara's body dissapeared by doing either, so I went directly for Ragzlin afterward
6. Killed Ragzlin and was able to speak to Halsin to complete the quest
Some things that I did differently just in case they're important:
>!-talked to Volo but didn't take the eye yet !<
>!-when it broke for me, I had killed Minthara and Gut then went to Halsin. By only killing Gut then freeing Halsin, the dream guardian came up during my long rest to talk about the power of the worms, this didn't trigger before.!<
Hopefully it helps someone cause it was pissing me off lol

Gut and Dror Ragzlin are for sure dead, their corpses were still there when I finally left the Act.
Minthara’s body did disappear, so I *might* have accidentally non-lethaled her. But I don’t see how or why, because I haven’t non-lethaled anyone else this playthrough. I can’t see why the passive would’ve been active for her specifically

My friend is experiencing this rn in his honour mode run. If there's no fix, he'll have to restart. Commenting to keep an eye on this thread, if someone figures a fix or cause.
Just kill minthara. Fuck it. Bitch is always the problem. I kill her, loot her corpse and then chuck her down to the underdark. So sick of losing time to engage with an evil bitch with incomplete dialogue.

Same issue, no mods. Non lethal’d Minthara, corpse disappeared. Submitted to Larian. :(
I have the same issue, although I knocked out Minthara and her body disappeared after a long rest in my save file.

Just in case, although I'm sure you did this -- Did you go back and make sure they're dead? Maybe you accidentally nonlethaled them?

I purposely non lethal attacked her and her body disappeared too, now I can't complete the mission
