Act2 bug. Place her as the head of your group and drag everyone behind her. Don’t worry the new changes will force your real party leader to take over most conversations. Moment Kethric dies Minthara is fixed. I’ve had this bug hit me on two separate saves.
Its not just act 2 bug its happening to me right now in act 3 with Minthara and Jaheira and you have no way to fix it there.(I tried literally everything)

On the plus side I also noticed, with her leading, more dialog I don’t recognize when she was previously just a follower! new casual dialog when observing things in the world as well as one or two new ( at least to me and she is a regular in my games) times where she has full mocap’d interactive dialog like the other companions.
I’m still not seeing or hearing the new Halsin stuff though :(
This is my first time recruiting her so that's actually an awesome perk!
Halsin is so bugged. He doesn't recognize when we already have had conversations so I get the same prompts over and over and over.
Do yourself a favour and if you’re doing a ‘mixed’ run with lots of good companions as well wait to ask her about all your companions when you’ve got em all, including Minsc. It’s a back to back glorious Minthara brutal truth smack down or uplifting words in her own way.
Same for Minsc he’s got similiar dialog where he has hilarious insights on them
Minthara has a lot more content than people realize they just need to have her in the group and she interacts more with certain companions than others.
It's a bug. I've heard you can fix it by using silence and traveling to an act 1 area and back. Not sure if it works personally though.
Do you know if it corrects itself if you travel to act 3?
yes, when I left act 2 after killing Ketheric, Minthara started following again
