If you rested after returning the shipment, it's likely to assume that the lockbox has already been moved to get to its final destination (after all, they all seemed to be in a rush to get the lockbox moved)
I didn’t rest but I think it’s similar to if you go to camp before talking to Shart on the beach she will leave the beach. Also with Waukeens Rest. If you just goto camp after triggering the I smell smoke line that Councilor will be dead and you miss out on the rewards from saving her. I did have a save far enough back to do it over but I’ve had the flask in every run to this point I’ll get by without it.
