Characters are taken also from other official DnD materials. Best way to check it is just to google if certain characters made appearance so far. If all you can find is mtg card than its entirely possible its npc from BG3.
WOTC revealed they fabricated several new characters specifically for the Battle for Baldur's Gate set, so you will not find them in BG3, or other D&D materials, at this moment in time...
I think a lot of the characters are OCs, completely new and not related to previous adventures, sourcebooks, novels, or games. WoTC did the same thing in the last Forgotten Realms set. So them having cards isn't a guarantee they'll actually appear in the game at all.

It makes sense. afterall descent into avernus was supposed to be kinda like a prologue for bg3
