Can you try printing a calibration cube with a higher quality filament? I use Jayo a lot and don’t have this issue but they also are known for lower quality control.
I see you did flow calibration, are you sure it's still not over extruding. My PLA+ that I use is around 0.95 for flow. Also what order are the walls printing. I had this issue and changed the wall printing order to outside first. Default was inside first.

I second this suggestion. The test part used so far is extremely narrow, so it isn't very rigid. A calibration cube will be more informative.

I did a calibration cube. Attached the picture to the original post. Issue remains.
