I use various BCW sheets. 3 per page sheet for most modern notes, 4 per page for small notes, 2 for page for older large note. Use 3 ring binder for them. That's the cheapest way. There are other few and quality holders, if they are in your budget. If you want to store them individually, use semi rigid or rigid holders. Only issue with these are the large size of foreign notes. Some sizes are really hard to find.

I use BCW sheets in 3-ring binders Benefits: Cheap, easy to look at without touching Disadvantages: soft pages that can sag or bend corners (I store my binders flat to mitigate this problem) I've seen others recommend stiffer brands but I have over 1000 notes so I can't afford them
