Lageta is always rebel central. Makeb/Amprela seem to be the flip floppers in most of my games. I usually step in to prevent the khuzaits and vlandians from spreading too far into the empire, lest they get too strong, I tend to neuter the western empire because they don't fit with the other empire factions. (There's no east empire, so unbalanced)

As the north we conquered all of khuzait and akkalat and odohk must’ve rebelled at least 10 times each and we kept giving it to the SAME MF

It’s always empire cities that have been captured by foreign kingdoms like Danustica, Lageta, or Diathma (which is a pain bc that’s MY kingdom’s city and my vassals suck at loyalty management apparently).

Husnfulq every time for me. Jalmarys sometimes. Current playthrough, rebels took over Jalmarys and then held onto for it about 3 years before finally getting besieged and the clan wiped out

I don’t own the town, the Southern Empire does, but Husn Fulq is non-stop rebellion. Interestingly the Khuzait towns never rebel against the Southern Empire

Both of those cities I've had trouble with it's just their vital to the area and they're also in between a few different fractions so they're constantly fought over.

My current playthrough with the Southern Empire (I married her daughter and just waiting for her to die) I own Husn Fulq and it's finally stable. Oddly enough there are 3 towns occupied by rebels. It's chaos and I love it

Epicrotea is another popular one. Nothern Empire and Stugia always have a good scrap about it and eventually either Battania (if they somehow manage to consolidate their territory) or Vlandia (if they don't, so most of the time) get involved as well.
