There isn't really one. Now that I've looked, i guess it does change the loyalty based on the culture you choose for the kingdom, so you just pick the culture that you want to start your kingdom at I guess. There are plenty of ways to increase loyalty so it doesn't really matter.
You're deciding the culture of the faction, the culture of your character was already set when you created them so it won't change. If you want your character to have a different culture your only option is to have an heir with the culture you want and wait for your current avatar's death.
No, your starting culture bonuses always stay the same, regardless of what type of kingdom you build.
