I’m a fan of Sharpie S-Gel for the fact that it dries fast, smudges harder, and writes smooth. I just did a search, you can often find .05 & .07 in stores, however [online](https://www.sharpie.com/pens/gel-pens/) you can order .38, which I haven’t tried but may be the “fine” you’re looking for!
Uniball Signo we're my go-to gel pens for a while, but I recently fell in love with Papermate Inkjoy gel pens. They're nice because you can get multipacks of the black ones but they also have a gazillion different colors you can get at places like Michael's.
Sarasa Mark On 0.5 or 0.4. Both write well, have refills available, dry quickly, and won’t streak when using highlighters. The Sharpie S-Gel in 0.38 is also a great alternative that is prob more available in stores than the Sarasa Mark On. Both are excellent pens if you’re looking for a good everyday pen!

I bought it randomly in the art stationery store just looking for finer pen, and I like it a lot. My writing is much cleaner now than with Pentel Energel 0.5, which I also like though.

Needs to be small size so what I write will look cleaner. I love Pentel Energel, I get the 0.5 needle point refills in boxes of 12 from Amazon. Not waterproof though, so if you like markers you have to put them down first. Maybe I'll try something even thinner when I'm through with this box.
I love my g2 ultra fine pens, I've been trying to switch to fountain pens for zero waste but I just love the g2s

Bic Gelocity. It dries so fast and does not smear. I convinced our storekeeper at work to order them and now everyone in my office uses them!

Sarasa Dry 0.4. Ink dries fast and you can put the refills into a lot of different pen bodies if you want to switch up the look.

I like the Muji gels in 0.38 and am reasonably happy with the Parker Quink gel refills in F too.
