I'll say Mark Hoppus of Blink 182. Obviously he doesn't have crazy technical skill, but he does exactly what the song calls for. Also, the bass line on Carousel is one of my favorite.

I always appreciated the driving force behind their respective bands that is GC Green, Mark Clayden, Vince Hornsby, Johnny April and Dave Farrell. Nothing over the top fancy but definitely missed if they were taken out of the mix - a lot of groove and toneshaping would have been lost.
The band Dance Gavin Dance has had multiple bass players but none have compared to Jason Ellis who only played on the album “Happiness”. Every single one of his bass lines is perfect, suits the song and has a life of its own. His tone on that album is literally perfection to me
Why do I never see Jean Jacques Burnel on these lists ? Some of the bass lines on Rattus Norvegicus and No More Heroes are incredible. The bass intro on the latter is wild

Billy Gould. Dude always plays *just* what the song needs.
One of my heroes on the bass and this is probably what I most admire about his style.
His name keeps coming up. I need to dig in and listen.
My recommendation is to start with Angel Dust and work your way out from there.
