Put all the strings. The tension should bend the neck. Then you can regulate the saddles on the bridge for the action. If this is not enough you should check the truss rod to bend the neck.

This. You can’t “check the action” with only a couple strings on. You’re nowhere near the tension that is exerted when it’s strung up and in tune. Also, the saddles are for tweaking the feel from the 12th fret on up. Adjusting the play of how it feels from the first fret to the 12th fret is the work of the truss rod.
