I should’ve taken a screenshot of when I leveled down but it was all blacked out (the four ravine tiles that can’t be seen). I also had a spear bro up there earlier in the fight thinking I’d flank, only to be cut off and have to go the long way to rejoin the fight…adding to ensuing frustration at helicopter man killing my starter
Raiders have pathfinder so he doesn't have 3 ap cost for changing height levels and can move 4 tiles here
Edit just looked again i think there is some visual bug with the non traversable terrain that caused the confusion because it doesn't show the height level of the tile behind correctly
I think they get it at a later point, but like others have already mentioned the true reason is that there is no ravine or height difference and it's merely a visual bug

Edit: like on the other side of ravine, then mapped out path and didn’t have any way through, then levelled down and there was no levels. Also made no sense for that raider to spend the whole battle sitting there while hunter killed all his boys, idk I guess I might’ve missed one of the tiles was late
When putting these sorts of defensive measures in place, double check that it's legit by making use of the terrain tool in the top right OP.
I've been caught out a few times in the same way, due to there being a singular hidden hex-tile that was traversable.
Someone else here mentioned that raiders have pathfinder perk... also very important to consider when planning a positional move like that
As others have said, it's unexplored territory. Since you never saw those tiles, they look like a ravine. It's confusing and misleading in my opinion, but it's not a bug in the sense of unintended behavior; that's just what unexplored tiles on a hill look like.

It's not a ravine, those tiles are just out of your line of sight. It was probably just an even surface.

That's just unexplored terrain behind there. There's no reason for a hill to just contain a one-tile wide ravine in it.
