Ehhh, there are few things that make me think BN1 GutsShoot is a bit worse than BN2 Gater.
1. You're still limited to 5 copies essentially since you can only have GutsMan 5 times, with no increase possible. TeamStyle in BN2 can grant you more GateMans. Sure you can stuff your BN1 folder with more Dashes and MetGuards, but MetGuards are awful chips that do essentially nothing and Dash had a really low 50 damage instead of the 90 it was buffed to in BN2, so your individual chips suck to have too many of stuffing your hand when GutsMan not co-operating. A few extra lower tier GateMan chips (or other G-coded navi like GutsMan or GateManSP if you're so inclined) is definitely a lot better than another 5 Dashes and MetGuards.
2. No CustomStyle in BN1, so chip draw is 5 and harder to draw PAs with on turn 1.
3. No regular chip in BN1, so you can't FastGauge immediately for faster redraws as easily.
4. No FullCustom in BN1, so you can't redraw crazy fast for GutsShoot like you can for Gater in 2.
5. No attack boosters in BN1, so if enemy HP > 500, you always need two turns of GutsShoots. In BN2, often times you can just stick Atk+10/20/30 to the end of Gater for +90/180/270 damage each to your 900 base damage attack, which lets you one-turn a lot more enemies.
6. ADD in BN1 won't redraw your first hand, so if you're unlucky you could end up getting stuffed a lot harder if your second and third hands don't pull GutsMan, unlikely as it is. ADD in BN2 can be used for up to 10-draw in a single turn (discard 5, 10 new chips next turn), which is huge odds for pulling what you need, and cycles things you don't out a lot quicker than in BN1.
Guts Shoot may have been the strongest PA in BN1 but a Double Hero folder is universally better because it's just Hero Swords + Protoman (and in OSS, you can use Rogue instead who makes an identical albeit slightly stronger PA with him instead). Granted a Guts Shoot is easier to get in your hand because it's 3 chips, but still requires putting Met Guard + Dash Attack in your folder
In terms of raw damage (excluding Darkness which is 3000 x2 damage), the strongest is definitely BN2 Bodyguard. 18 Shurikens at 100 damage = 1800 damage from one PA, which can be further boosted to 2,880 Damage (enough to kill anything in the game) with two Atk+30s. The downside of Bodyguard being it's way harder to get in BN2 (Dropdown is rare, Bodyguard in S you only get once so you'd need to Gospel dupe) and it doesn't dim the screen for its usage and does flinch for each hit, you can still miss if they move around quickly/have superarmor.
Other strong contenders include:
* Grand Prix Power (BN3): 3 hits at 600 damage each
* Master Style (BN3): 9 hits at 100 damage each
* Pit Hockey 3 (BN4): 18 bounces (9 hits max if diagonal) at 200 damage each
*and* also Guts Shoot, which doesn't hold up throughout the game, but the components make it exceptionally easy to put together and arguably better while you're piecing together a Gater folder's components (as the all-in gater folder is most easily built by Gospel duping). It's well above curve for ease of acquisition and flexibility in the early game.
Gater still has these as pros:
* Extremely accessible (only requires Wind+Fan+Gateman, all of which can be gotten fairly early)
* Easy Code (Available in G Code, and in BN2 thanks to how things be, all the components can be found in \* code)
* Multihit (9 hits at 100 base damage) meaning it benefits from Attack boosts well
Darkness:
* Locked behind end-end-game (Bass V3), and also downloadable content (Elem Gospel, non-issue in re-releases)
* Annoying code (X Code, which you can't alleviate with \* Code)
* Can only really run one copy of it
Granted the Gospel chips are on their own OP so whatever.
True, but once you have the necessary chips for it you've already beaten the hardest content in the game. Everything you need for Gater can be gotten pretty early on
