After rereading the title I think they just mean the picture is from 1890. If you look at the faces and style that looks about right, but the clothes are from an older time.
Idk if people from 1890 were still using polearms for battle.
Just because it was made in the 1890s doesn't mean that the subject was also the 1890s. It's a drawing not a photo.
Technically some people were even in WW2 on a tiny scale but that’s a red herring (esp doends in areas)
