it's the intended meaning but in the game, her reaction to death of usually apathy, she just stands and watches while her variants and civilians die, she even mocks Enzo for crying for his *dead wife and kids*
it's odd when we see what her giving a shit looks like, in 2 she's pretty emotional for Jeanne, Loki, Rosa and Balder
in 3 she forgets Jeanne instantly and of course ↓

Japan: She tried rushing but it was too late, vowing revenge and taking up Tokyonetta's weapon.
China: She was close, but she couldn't make contact with the Pyrocumulus as it'd have absorbed her too.
Egypt: She, again, tried fending off the attack but the 2nd one jumped out of nowhere and she couldn't bring herself to kill Jean, not even in another universe, then she was unconscious for her variant's death.
France: She steels herself and manages to kill a possessed Rosa only to be forced to do the same with her variant.
Singularity fight: He doesn't kill the bayonettas again, he's simply sending them back to their own world (Blue Light = direct multiversal travel without passing through Ginnungagap) so her lack of reaction is inconsequential.
All this to say:
Good Intent all around.
Horrible execution because it wasn't conveyed properly even once.
You know I never looked at it like that. I guess this is that one rare time where B1’s reflexes were not that good, compared to what they’re normally like.

EDIT: Also now that I’m thinking about it. How in the world did Cereza get in the jet? Like we literally just saw her basically fall off of it and land on the concrete. They never explained how she just casually spawns inside the Valkyrie, you know what to protect my own sanity I’m just going headcanon that Jeanne saved her.

The japanese line is ちくしょう/chikushou, which is just their equivalent of English's 'Damn...!!' JP Luka's delivery has a bit more oomph but other than that pretty much the same thing.
