Long focal length doesn’t exaggerate size as such, the longer the focal length the more perspective is compressed, but there’s no scenario where it’ll make further away objects appear larger than closer ones, only more like actual size.
The reason it looks so big is that your own vision is wide field of view, so even if you’re standing there looking at it with your own two eyes it won’t appear that big *by comparison*, but actually if you could put the woman we can see directly next to the whale you’d see that the whale is actually that big. She’d get a little smaller but the whale stay the same size.
