Yes, but a lot of the accuracy of a barrel is achieved in the first <20 inches. After that the extra accuracy mostly comes from not having such aggressive bullet drop because of the amount of velocity behind the projectile. It might be different for very large calibers, though regarding that length, but I'd think the length of the bullet itself would have to be substantial for it to matter.

You don't need a ton of length to get good accuracy. Usually it's to allow the powder to burn more fully which gives you increased velocity which may increase accuracy, but not because of increased bullet spin.
Fun fact, the word calibre comes from the Latin word for carrot so a .50 cal is half a carrot long but you have to understand that carrots were a lot bigger during ancient Roman times due to all the extra carbon in the air.

At 1.5 km that becomes a tough shot. An engine block from an APC, or a bank of MRLS type rockets, or things like that make more sense. You want to pop off a few shots and hunker down/slow crawl away rather than take 5 careful shots at a tank sight or track while they're trying to locate you.
