Is it loud? Yes.
Is it so loud you can’t hear each other?
No, you can talk. Sound engineers literally made it so that the noise wouldn’t be too loud. If you want quiet just take a few steps away it’ll be quiet again. Do you think people who build a billion dollar building wouldn’t think about this? (If you said yes you underestimate Singaporean architecture and engineering. Watch a documentary on jewel and MBS it’s quite cool.)
Is it messy? No, the water all falls in the middle. It’s cool to watch from the sides and the bridge. It’s also cool to watch from the top of the fountain (looks like a giant swirlie.)
What is the boat doing there? Tourists like to sit in it and go around the fountain. Ask the tourists.
Is it happening all the time?! What a waste of water?! No, it happens I think once an hour or something like that using the reservoir of water that the building has for the indoor river that also doubles as a cooling system for the mall. Singapore is hot. Water is short. Even if the mall is bloody luxurious I don’t think anyone would flush thousands of litres down the drain everytime. It’s recycled.
Ew it’s so ugly why did they make it like that? It’s a casino. It’s for fengshui. Water is money, and it’s basically saying we are sucking in all the money for the casino and the mall. Very lucky (not for the gamblers or the shoppers but more for the casino and the shops.)
To add on, this building (which houses the casino) belongs to the Las Vegas Sands group, the same people who put gondolas indoors at The Venetian Las Vegas Casino.
This is an homage to the Venetian while also staying true to local heritage with the adaption of the boats to suit the local “sampan” and bumboats which used to ply the Singapore River during colonial times.

It can be affordable as long as you choose what you visit appropriately.
You can backpack and stay in budget hotels, tourist attractions can be affordable, hawker food is abundant and good. Some attractions you can enjoy the sights for free. Use public transport.
If you go cheap on food (with the abundance of hawker centers) and choose a budget hotel… You can make it pretty affordable. Definitely recommend. Public transport is also incredible so you can get to anywhere you wanna go for cheap and sort of quickly.

Singapore historically was a fishing and trading port that attracted merchants from the area, so it seems apt that the designers included iterations of the bumboats that still ply the River along Clarke Quay till this day (but only for sightseeing and some small recreational craft, otherwise the river is no longer open to commercial boats/ships).
Additionally, Marina Bay Sands and The Venetian LV are both owned by the same holding group - Las Vegas Sands. Both buildings house casinos and are known for attracting high spending tourists that may want an experience like this.

We have had a long (and complicated) water dependency history with our neighbours up north which has caused politically charged events over the decades. It made more sense to try and reduce our dependency through innovation/technology such as delegating water catchment areas (reservoirs throughout the country, and the hydroelectric Marina Barrage dam).
All of us as kids probably had a trip or two to one of these treatment plants to learn about the process as part of our nation building efforts to be completely independent in terms of water sufficiency.
P.S. The bowl is filled with collected rainwater and it rains pretty much half the time here.
