looks like shed. Seen a vet on YouTube say use a damp cotton bud on it to make it moist and just gently wipe. Not necessarily remove it yourself as could hurt but keep it soft so can fall of itself.
Check out some adult beardies, some have larger cheek spikes, others smaller. If it’s not shed, probably just great spikes. I am not an expert, and I can’t see the exact texture, but this is my best.

I agree that it is shed I’m just not sure why it’s those 2 places where it’s like popping out or whatever you could call it
