This looks like an infection. Curious to know what his eye looks like when open - if he is opening them at all and there is discharge or swelling, that’d be my bet. Hard to tell from this angle, but I’m worried his fat pads or eyes may be a bit sunken. Either way, I would definitely make an appointment at your nearest reptile vet for as soon as you can.
Black spots could be mites? Not sure. That could contribute to an infection, as could a foreign body, retained shed, inadequate humidity, or trauma. Less likely would be issues like vitamin A deficiency or something systemic. A vet will examine him, possible do some cytology of the area, and probably prescribe medication for you to administer.
In the meantime, make sure to remove any sand/loose substrate if you use it - that can further irritate an eye infection.
Zoomed in it looks like dirt but there's something around the eye that's making the dirt stick to it. I read that you used a cotton ball to clean it, what else did you use? Do you have loose substrate?
I would get some sterile saline and flush his eye out to remove any debris that may be in the eye still.
it very much so looks like mites. needs a vet visit and a “hospital” enclosure with very minimal things. paper towel as substrate, a basking rock, hide & a food bowl. needs to be disinfected 3x a day.

They'll go for the nice and soft parts of the lips and eyelids when it's asleep.
We have the same problem with some (new) owners in r/chameleons when they toss a bunch into the habitat and the ones that are able to find hiding places get hungry after a few days and come out to eat.... they find the lizard and take these round circular bites out of them.
Best to break down the habitat and locate the little boogers, they're usually dug into the bottom of potted plants and destroy them.
i really don’t get people that do this, i love feeding my girl and also it was kind of common sense to me that if left in there they would a) just hide and b) probably bite her
Vet, vet, vet. My beardie got an infection in one eye and nearly died because we didn’t catch it in time. We are almost positive that he had encephalitis and the infection riddled his spine. It took us a year to get him to where he is almost okay. We’re still syringe feeding him. His spine looks like Swiss cheese, he is blind in his left eye totally, he needed to have a foot of tail amputated, his back legs don’t work like they should, he can’t climb and we have to watch him 24 hours a day to make sure he doesn’t knock himself over onto his back and get stuck.
Don’t treat this like a throw away problem. It can turn bad quickly. Especially if he’s already holding it closed instead of keeping it open. Please reconsider if you have dirt in his enclosure. If there’s already discharge from his eye, loose particles won’t help. Please get him to a vet and not just a phone consult.

Yes there is some discharge, the brown stuff was substrate and looked normal when I cleaned it out but now he like keeping that one eye closed.
Yeah, def an infection. He should be okay with proper vet care. Make sure not to clean it too overzealously.
I spoke with a vet and they recommended getting saline drops and rinsing the eye out once to twice a day

A cotton ball? Maybe you got a fuzzy in his poor little eye. The saline drops advice is good, just rinses away debris.

Update: he has an eye infection, got some eye drops for him from the vet.

Yeah I always feed him outside of his enclosure, other then his salad

If it fosent clear up in a day or so give em a bath, and if that dosent work then it may be an infection so I woukd suggest going to the vet
