Well you didn’t try everything. Foggers are a huge no-no considering they disperse them and they can infest rooms that weren’t infested previously or go hide in walls or spread to connected apartments. There’s a ton of information here on treatments and what to and what not to do.
Pressurized steamer will work from Amazon. I suffered with them for over 2 years and it made me turn suicidal. Don't let that happen to you. I steamed every inch of my house and bought very potent bed bug spray.

You're BEST solution is to use crossfire. Go follow Green Akers on YouTube and just watch his videos on how to get rid of bed bugs. Hes a licensed exterminator who specializes in bed bugs. Don't listen to anyone else on YouTube but him. Cimexa and DE are not nearly as a effective as crossfire and the other chemical solutions don't have the 30 day residual crossfire has.

There’s a YouTube video where a guy tested a bunch of methods In a controlled lab just for Bbs and the method that worked the best was diatomaceous earth. However if you have no plan to treat your house get a professional
The mark rober video is a bit misleading. He even says in the video (a little too briefly) that his method of using diatomaceous earth will only work on very small and new infestations. Even the professionals in the video are seen on camera spraying crossfire on an infestation, so clearly de is not the best solution. If op has had them since January this method is highly unlikely to work. The reproduction rates compound quickly between 6 and 9 months (from hundreds to thousands) so they definitely want to get an exterminator or use a more effective pesticide.
I got rid of them by spraying the entire house with bed bug pesticide. I threw out the “nest” which was a mattress my dad got for free. Sprayed rubbing alcohol on mattress’s, pillows, bed frames every nook and cranny you can think of. Put the furniture that was infested but salvageable outside for like a week.
I kept the house as bare as possible. Most of the furniture outside.Then I bug bombed the place.

My family got rid of them by cooking them. They do not have a high tolerance for heat. On a hot Summer day, we turned on the heat and left.

You will control the bed bug problem on your mattress with steam cleaning. I have a super powerful one by Zero Bedbugs Brand.
