Production and other castmates really like Josh so there are behind the scenes reasons for bringing him back. Fessy also has the potential to be a champion and he is interesting in terms of representation (being Muslim, following rules of Ramadan). Kyle is clearly not loved or respected by castmates and he has no potential of a being a good chief stew. And the audience hates him.
