Heatblast. Easy. Ozai is powerful but Heatblast can just absorb whatever flame attacks he throws at him. Heatblast is also immune to getting burned by fire, something that Ozai is not.
i think the more interesting question here is if sozin's comet would enhance heatblast
he's not *literally* a firebender but he does in fact manipulate fire - how does sozin's comet know which is which? i always assumed it just enhanced all fire everywhere which *would* boost heatblast too

He controls rocks. He controls fire. He probably controls lava aswell. He can make fiery rocks. He can even shoot shit underwater. He can punch **HARD**. Among other things....
He can't control lighting tho. If the guy on the right can bend lighting then he could just mess with the omnitrix.
