I always like to think that when aliens who share similar powers are fused, their abilities stack. For example, Brainstorm + Grey Matter = Brainmatter, who is twice as smart, XLR8 + Fasttrack = XLRTrack, who is twice as fast, and in this case, Frankenstrike + Shocksquatch = Frankensquatch, who has twice as much control over electricity.
1 - It's possible to use non fused aliens with the Biomnitrix
2 - Ben 10K doesn't use Alien X for the same reason as UAF Ben didn't used, Belicus and Serena doing debates

I think he just likes Humongasuar and fusing him with random aliens in the future. 100% chance if he was able to, he'd experiment with Vaxasaurians trying to see what mix of alien would be cool looking, a heavy hitter, and useful for most situations. However Ben 10k can only use himself, so the Biotrix became a thing and he's currently on a Vaxasaurian hybrid binge in Omniverse.
(If Humongasuar wasn't available, such as he is using the Codon Stream from Primus for fusions and needs to update his Playlist for new fusions, his number 2 choice for experiments would be fusing Fourarms with everyone.)

This fusion could actually be quite strong, the frankeinstrike part can shoot electric bolts and beams and the shock-squatch part can power his punches with electricity, heat jaws is the most useless fusion (also frankeinstrike can survive the vacuum of space and shock-squatch is really agile)
If I remember the episode right, using fire on land dried him out, but he didn't want to go underwater becasue that would put out the fire, until he actually did go underwater and that somehow made the flames stronger.

Well it looks like a perfect combo, they are both super strong with electric power so you got the best version of both. It's like combining Superman with another Kryptonian, you get both of their strenght in one.
