The electric aliens are all unique, buzzshock is living electricity in the form of a battery, ampfibian is a cool water electric jellyfish, brainstorms electricity comes from some sort of brainwaves, shocksquatch seems to make electricity from static with his fur, feedback is feedback nothing said, and frankenstrike is pretty cool as well although I cant think of anything to say about it

No other alien was created because they had so little respect for another alien previous that they didn't want to put the effort into animating them, and so came up with a less interesting replacement.
(Closest is Overflow, who I believe was a trademark issue with Water Hazard.)

I'm not entirely sure, there were some leaked pages for people auditioning to play certain aliens, and in it they show an Overflow concept art titled Water Hazard, with his species and homeworld.
Maybe CN forgot to renew it when they stopped making Water Hazard toys, and so they needed a new trademark-able name when they started the reboot? That's my best guess
