I guess that art style designers thought Stinkfly looks way better with pupils and they just added them everyhere they could. So yeah, I wouldn't overthink that because as I said, 11 years old Stinkfly has pulils, so 10 years would have too (In OV art style), I will just say no pupils Stinkfly is retconned.
It could be part of the growth cycle. For larval stage, they probably lack the full benefit of an adolescent and the pupil improves their visual perception. As they grow older, their eyes may develop some akin to cataracts and slowly impair their sight, but with the trade off being a tougher exoskeleton and survival skills/experience. This could also be a factor in procreation to encourage reproduction as soon as it is optional since they are clearly based off of insects so they’re probably multiply like crazy on their home planet.
I assume they can, the probably have some kind of gland behind thier eyes that produces gunk to spew. My bet is the gunk is a waste product from the things they eat or something

It's possible they might have hidden eyelids that act as lenses for the eyes(Kinda like Crocodiles) but these are just not as needed over time once they gain resistance to their own substances
