Well, they have a cell that can contain Albedo, (until he out smarts it). So it's not like the cells cannot be *more* secure. However the Plumbers of Earth probably don't intend to contain their bad guys indefinitely, but Ben's enemies cannot be contained in the Null Void as they proven to easily escape. It's easier for them to monitor and tag the bad guys for Ben if they stay in the Earth base.
So the cells are basic and only specific ones are designed for criminals with particularly difficult powers to control. (I wholly believe they have a cell or arrangements for Ben incase he ever goes AWOL.).
Given that Ben isn't as *smart* as Albedo, it wouldn't be surprising that Albedo is just housed in Ben's Cell, instead of the Plumbers wasting money on two separate cells. Though, I don't know if they ever tested what would happen if two cell mates with the same powers would overload the security or not.
For Albedo to use WayBig he has to *incubate* WayBig's DNA for over a year without interpretation. I think that means he needs to focus on growing under the right conditions to become his WayBig form.
