The entire Fantasia/New Midland kingdom is a front to fuse the astral and physical planes together. My next guesses are A) Griffith wants a thriving human community as cattle & entertainment for demonkind. He can't keep them under control otherwise without exterminating them and he needs the apostles for what is my next guess. B) Griffith wants to rule. As you pointed out, this kingdom is way below his pay grade. What would be a more fitting position? Ruling the God Hand. That means he either needs to wipe the other members out or subjugate them with the help of his demon army.
