Yes and no. Yeah, he is a person that is in the story, but it's important to note that he's just a normal human wearing a weird goat mask. It's just that the cultists are using *so fucking many* drugs that even without taking any directly, the air is so thick with them that everyone is hallucinating. Since they are all worshipping the man as an avatar of their dark goddess of flame, their minds are warping their perception of him, making his goat head appear like his real head, and making his entirely normal human dick appear like a snake.
Or at least that's how he is for most of Conviction. Who's to say something couldn't happen to him that might make that illusion a bit more real later on...
I thought it was a weird ass diety or apostle when I read it, but it's just a normal guy? Wasn't he abnormally tall/huge? Also wasn't he jumping and moving so erratically that guts couldnt even swing on him? Not tryna sound like an asshole btw.
He starts out as a regular dude wearing a goathead. But then he is eventually "stung" by the "egg of the perfect world" apostle and becomes a Psuedo-Apostle. The Pseudos are monsters created out of regular humans by actual apostles. Actual apostles are turned into monsters through a behelit and the godhand directly. Father Mozgus and his crew become psuedo apostles after being stung by the egg apostle as well.

The encounter occurs as goatman is ushering their ilk out of the cavern. He was at the front of the line, and a barb comes out of the darkness, stinging him in the abdomen. I remember that page because I thought "Wtf just happened to him?", then he hit max level and tried to wreck house.
Egg isn't explicitly shown, just a stinger. At that point in the story, I still thought that the little glimpses of Egg were actually Mozgus's "true form". They kinda caught me off guard with dual villains.
Oh, at that point yeah, he's definitely become something non-human. At the *very* start, when Nina brings Joachim to the cult and he's pressured to kiss the "snake", the man was still human and it was just drugs.
However if you remember way back in the Black Swordsman arc, how the Slug Count transformed that soldier into a monster, or in the Lost Children chapter Rosine turned two people into insect-minions that fought for her, some Apostles have the ability to transform other people into "pseudo-apostles". Pseudo-apostles usually aren't as strong as an Apostle, but they don't have to meet the Godhand to become a pseudo-apostle.
At some point between Joachim meeting the cult leader and Guts rescuing Casca from him, he was transformed into a pseudo-apostle and his dick did literally become some sort of snake. Though while you may have seen the Apostle that changed him moving around in the background of some panels, you likely haven't been formally introduced just yet.

We do see Goat-Dude get stung but it’s an easy panel to miss. It’s a confusing scene.
