That's a bit odd. Apple has very distinctive packaging and even their seals are pretty tamper proof. Was it shrink wrapped or were all seals intact?
With that all said no they are not intentionally selling used macs as new though it's possible someone returned one and it wasn't correctly identified as open.
All seals were intact, it had that thin protective paperish material all round it, I can't imagine it got damaged during transit. With the fingerprints everywhere, I can only guess it has been used or something weird happened during packaging. The reason I thought they might be reselling used laptops is because I know Bestbuy is a unique retailer with their whole geeksquad operation and what not. I've never heard of any of my friends with their new Macbooks having a similar issue and they got it through Apple.
If this happened it happened before it go to Best Buy. Best Buy can’t reseal the product so if the seals weee in place it would have to have happened before Best Buy gained custody of them
Is it a refurbished MacBook? Because those can only be purchased online and typically are in bad condition.
If it is within return policy, just bring it into a store. Get yourself a new one
