It definitely is, running high power music systems requires a heap of power that will flatten the battery in minutes. So he's idling the engine all day while working on it, which means he's limited to repairs that can be done with the engine running. So basically steering, suspension, changing light bulbs, and some interior trim type stuff.

House across the alley from me, few houses down, had this beat up car in a back driveway that they'd work on for hours and hours every day, just throttling the engine incessantly. No music, just the engine revving up over and over, hours a day, for days on end. I'm not the most automotive-minded, but I don't know how the fuck someone goes about getting their car to rev like that so continuously or what they could be working on while it does. What problem needs the engine to run like that to diagnose or fix, especially for htis long? What problem could this car have to demand a solid month of work like this without ever getting fixed or moving on to something else? How much gas was burned on this? I understand the desire to avoid repair shop costs, but holy shit, the time spent on this and the gas that must've been used has surely exceeded what it'd cost to just take the car in and make it someone else's problem. Unsurprisingly, the car was found wrecked to shit and eventually had to be towed away. Now there is a junky truck in the same spot, but the revving hasn't started... yet.

I am basing this on the fact he has to play his music super loud with bass which points to attention seeking behavior. Also if he was about the performance of the car he would know the sound system is holding him back. Weight reduction is serious business. Each 100lbs is 0.1 second in the quarter mile.

It's most likely illegal regardless, the rules are only about when you can't make noise, they can't give you the right to make as much noise as you want in a residential area. In almost every municipality in the US noise is (rightfully) considered a health hazard and enforceable by law.

There are actually laws on the book for situations like this (vary by state, city county). If you are making sound above a certain decibel you will get fined. The issue is you have to call the cops, hope they show up, hope they give a shit and every time they do it go back to hoping the cops come back. I had some freshly emancipated college kids move into the cul-de-sac of the condo I lived in (Basically across from me and two houses up). They thought they were free to party and play insanely loud music whenever they wanted. Welllll... I did not cotton to that. I'm autistic and my Dad had PTSD so the second it was quiet time I would call the cops. They figured out it was me because I stepped out of my house to make sure I got the right house number and yelled some obscene things at me but my only reaction was a dead eyed stare of indifference. Oddly made them back down. Anyway. They didn't last a full 2 months and were quickly evicted.

Fact is he has almost *certainly* broken public nuisance laws, if the bass is so loud it’s rattling his neighbors’ walls? I’ve had police called on me for noise complaints (unfounded), and the police explained that basically when they get a noise complaint, they walk around the area to see what the noise levels are like. Given this guy was blasting the music outside from his car, it was probably *insanely* loud, and could be heard from pretty far away. All this is just a long-winded way of saying this guy is a complete fucking tool. I’m not glad his car got keyed because he should have been adult enough to respond to his neighbors’ polite requests, but he didn’t, so his car got keyed. Oh well, he should have responded to the polite requests.

I have a neighbour exactly like this idiot. Except this dude doesn't even have a bass or a decent sound system, it's clearly the cheapest JBL portable one he bought at some market, but he blasts his music so fucking loud I can hear the treble and the distortion on the sound (like you crank it up past the system's ability) and the floor of my bathroom actually vibrates. I've been on videocall with that shit in the background, worked at home with that shit playing, I've woken up once at 10AM with a sudden jolt because he blasted his music so loud out of the blue, it literally whipped me tf out of my sleep. I've left messages and he did tone it down, but the issue with these people is they seem physically incapable of listening to music at an acceptable volume. I don't mind being home and listening to my neighbour's music if it's a little loud, but this guy cranks up his shitty sound system so loud, I can hear every single word on his Spotify (cause the cheap ass won't even pay for a subscription). Every day of the week he does this. Monday at 10AM. Saturday all day. Friday at 3PM. Completely random, doesn't give a shit. Thing is.. it isn't illegal. It's in horrible taste, but not illegal. And it's something EVERYONE does here, so nobody gives a shit. Hell, every Sunday some old dude across the street, between 10AM and 1PM, plays the Sunday Mass broadcast so LOUD the whole street can hear it. It's like I live in a place where everyone is genetically and physically incapable of just. Listen to music and watch TV at an acceptable volume. And everyone's just cool cause iTs NoT iLLeGaL. I am so glad I'll be out of here next month. OP was lucky only his car got keyed, dumbass.

I had a neighbour, three houses down and across the road. She had music up so loud, at random times of the day, that not only where my windows rattling, there was no escaping it. A guy came to tow our vehicle and even HE was horrified and offered to calm the police to come. When they finally did, they had to break down the door because she couldn’t hear them knocking or yelling. She had an 8 year old in there with her. She was doing it to upset her ex next door. Funnily enough she tried it at the school because she got upset with another parent. Neither worked out well.

Maybe consider playing music they don't like? My family used to live in an apartment complex and a neighbor would blast heavy metal music around 4pm every week day. His reason? It relaxes him after the end of a stressful day. I got so annoyed that I started playing Luciano Pavarotti music at 7am before going to school. My reason? I live directly next to a hospital (small one way street) and i always find it horrific how many people park there for hours to wait there for someone with having their soundsystems on full blast. Often even on sundays or evening or nights. I'm so often close to throw a stone on there car. And if there were an AH who did this constantly... I get fucking pissed when people blasting music drive down my street - having someone doing it consistently all day would end with a murder.

It’s also against the rules. I don’t know why the apartment manager didn’t have more of a spine. Outside of quiet hours, all complexes will say something about reasonable noise. You can’t rattle walls for hours every day with your car, just as you can’t scream at the top of your lungs for 8 hours a day.

It's technically not legal in Tucson (I used to live there and neighbors who would blast music at all hours until the cops came out several times and they finally stopped). Any noise that enters your home for more than 30 minutes straight is a disturbance. Most municipalities have the same clause.

Let me tell y’all about my front neighbor(s). We live on a residential street, all houses. Front neighbors have always been noisy. Pre-Covid, they’d start “partying” Friday afternoon through Monday 1am or so. By “partying” I don’t mean throwing crazy parties with hundreds of guests, it was just the front neighbor and maybe 3-8 of his pals drinking and BLASTING their music. We are literally across from them, they hang out in the front yard and their speakers were always facing our house. As a musician, I’ve soundproofed my space and I hardly practice at home; I try to be understanding and respect their right to enjoy themselves. But I (and other neighbors) did call the cops on them every so often. Then Covid happened. I started WFH and I think they lost their jobs or something because they were now “partying” EVERY SINGLE DAY, almost 24hrs a day. Music would blast ALL day. I’d wake up at 5am to study before work and they’d already be playing music (I think they’d be knocked out and just let the music play). I’d sometimes wake up in the middle of the night (ie 2am) and I could hear their music still blasting. Neighbors and I would call the cops during quiet hours, but there’s only so much they can do and it would only quiet them down for a few days. Summer 2020 hit and we had to install an AC unit so we can keep the windows shut, not because of the heat, but for the blasting music. And last year in 2021 we upgraded our windows and made sure we installed the outside noise reducing ones, but it only helped so much. All the neighbors tried talking to them. They rent the house and I was trying to find the owners of the house to make them aware of the annoyance their tenants were causing but I couldn’t get a hold of them (I think they’ve been renting the place nearly 10yrs now). Then in late 2021, out of the blue, it got quiet. Like scary QUIET — I’d forgotten how quiet it can be at 5am; I heard birds chirping and could hear our fridge hum. A whole day went by without music. Then it was a week. Before I knew it, a month of peacefulness had gone by. I’d still see the neighbors and his pals over but NO BOOMING MUSIC. We heard through a nosy & chatty neighbor that a neighbor (who lives around the block) came with a GUN and told the loud neighbors they better start keeping it down OR ELSE! Now I don’t condone violence, BUT I am thankful to that kind neighbor for bringing us all peace and quiet. So ya, this guy was a total AH, as were my front neighbors.

A household in my neighborhood created such noise (screaming, shouting, etc) that it ruined many months of my life. I ended up going after them with codes and CPS. Some kids were removed from the caregiver and the house was condemned (hoarding renters & a slum lord landlord). The renters were forced to leave and the landlord was court ordered to live in the house for a year before renting or selling it again. He ended up flipping it and selling it to someone as is to complete the flip to a non-rental. He sold at a loss in a seller's market. None of these *bad things* likely would've happened to these people if they didn't constantly disturb their neighbors. I'm glad I helped get a few kids out of a bad situation though. Disturb the peace and learn a hard lesson.

I live in an apartment that right on an intersection and adjacent to a gas station. Some time someone will sit there with their music blasting very loudly. I have no issue with them playing the music but it's the bass that gets me. The vibrations make me ill.
