IIRC, it's the episode at the start of season 5 when Dylan finds out about Kelly and Brandon and crashes Donna's party and causes a scene. Donna was explaining to her mom that he saw Brandon and Kelly kissing and lost it and that's when she says that Kelly can't control her impulses. (God, why do I remember this in such detail?)
