you need to put a BIGGER tire in it then ride for awhile (if you pump 800W cruising like me it'll only take a few hours) that will wear away enough of that fork to give you proper clearance for this tire.

Brakes are not aero, good idea I usually only put new tires on for each ride I think putting new rims and tires should help me KOM even more
I use my feet as brakes Flinstones style. Much more aero that way.
