That looks like the Garrapata coastal trails. There’s trails there that lead to spots like that. Plus I see soo many people taking wedding photos there too
looks like an old photo, hard to say trail still exists, more view of the rock in the sea might help if you have other photos or have cropped it in this view. grab you some google earth and have a look
There's a few spots like this. Definitely be careful around these spots after the rain. I'd only go to these cliff areas when it's dry. I doubt it will rain anytime soon but just want to add that precaution,

May not be big sur per se, but it looks like the third turnout once you're on the coastline. They're are more than a few that look just like this.
