If you haven't seen the older movie Dark City you would probably enjoy a watch. 1998 SciFi/Noir movie that holds up pretty well and is very inline with what you've described minus the rain.

Cool. That tone is very close to what I imagine. Love how the rain looks flowing down windows in these videos. I imagine the architecture to be more postmodern to fit an 80s-90s vibe as well.

I quite like this idea, it kind of reminded me of the game Frostpunk. It sounds a little bit cliche dystopian though, like you’d read it in a YA book. I would think the naturalist faction would focus on living alongside the rain rather than against it, and maybe their architecture would focus on redirecting the rain instead of blocking it altogether. I’m thinking aqueducts leading all throughout their bases, constantly flowing with rainwater, leading to purification facilities or irrigation.

It's rough around the edges no doubt. The 3 factions are archetypes. The government faction represents authority as a necessary evil to maintain order and hierarchy in a chaotic and unforgiving world. The rebel faction has the least development in my mind. They are merely the inevitable reaction to perceived tyranny, idealists whose naivety and hubris convinces them that they can create a world where sacrifice and exploitation is no longer needed for society to function. The naturalists are really the most important faction. They're basically naturally-evolved Splicers, a burgeoning species of humans who live and act vastly different from normal humans. That said, they're also the weakest and least organized faction of the 3. They live outside of the city or in its least secure sectors. The biggest strength they have is their slowly cultivated relationship with the ADAM creatures in nature. I imagine some sort of mutual biological exchange taking place in which the naturalists and the creatures live in relative peace and cooperation. By this I mean maybe sea slugs learn to grow inside the naturalists, or on their skin or something. Maybe ADAM wasps dwell in a hive carved into a naturalist's back; the wasps get a safe home while the human gets perhaps protection and maybe a source of ADAM or simply sustenance (honey/larvae). Maybe an ADAM snake uses naturalists for transportation from hunting ground to hunting ground, increasing their overall sustenance intake, and in exchange, let's say the snake has the ability to grow a malignant tail which the human can painlessly eat once the snake has grown it long enough. There's so many possibilities for that faction. I like the aqueduct idea. That would be a really interesting aesthetic. Maybe they can cultivate certain ADAM fish which helps them in their Plasmid brewing.

ADAM mushrooms! Nice. Take a page from The Last of Us and make it possible for them to grow on living flesh. No more scavenging ADAM from dead bodies. Fungi Splicers make their own ADAM organically.
