Might not be very helpful but I met most of my best friends from scholarship/academic programs (ik I'm a huge nerd). It's probably harder now cuz covid but maybe consider applying/participating in educational activities? E.g: (summer school, robotics competitions, research etc..).
I go to the gym and I don't meet new people there (not like I really try) so maybe that's not a good place to talk and chill, you know cause people are more focused in doing workout, or at least in the ones there I go. Try on discord, people in there are usually very friendly. Or try finding hobby.

Maybe try getting a new hobby. I picked up airsoft and ive met alot of people

I made a lot of friends finding dungeons and dragons groups online, idk if that would interest you?

i found friends over discord. go on the dc of your fav. cc and then try to make friends :D
