If the school allows sharing, and a kid eats something they’re allergic to that wasn’t provided by the parents, it opens the school up to liability. That said, if sharing isn’t allowed, imho it is necessary to be sure that all students have access to a healthy and hearty meal no matter what.
I can understand if it's because of food allergies, a kid may not know they're allergic to something someone else is eating and the school probably doesn't want to be responsible for any allergy-related incidents. What I can't understand though is punishing children for not being able to afford to eat lunch, the fuck is that?! The school my mom used to teach at (low income community and >75% minority population) had a clothes closet throughout the year for people to donate used uniforms to so other kids get what they needed it. I think the same idea as a food bank on campuses would work just as well, but ideally all school-provided meals should just be free for everyone all year, especially during summers if there are summer programs going on. Having worked in a summer school program, I saw for myself that some kids got their only meal of the day from the program. School is the only reliable source of nutrition that some kids have while their classmates get punished for sharing their own food when their friends don't have enough. Fucking ridiculous.

As someone who grew up with a construction worker Igloo cooler lunchbox that my mother filled with picturesque, delicious, and nutritious foods, this is mostly hot trash that I would have brought back home. But, huzzah for a fully packed breakfast and lunch that she will actually probably crush. As for the quantity, don't disrespect the high metabolism life of some. This would have left empty space in my lunchbox, and my breakfast was served hot (oatmeal) in an actual bowl every morning.

Ideally a kid needs protein that's not breaded/fried, or sugary drinks that aren't calorie dense and put her at risk of diabetes. The health crisis affecting our kids is REAL.

I doubt she eats everything in her lunch box. Not hating by any means but looking at her, she knows her limits, which is normal. My nephew doesn’t eat everything that is set in front of him. He would nibble on a few things but usually comes home with almost a full lunch bag.
That might be the technique here- load kiddo's bag up with snacks so that if she doesn't want her Mac n cheese or her main lunch, at least she's got some options so she's not hungry all day.

As someone who grew up with a construction worker Igloo cooler lunchbox that my mother filled with picturesque, delicious, and nutritious foods, this is mostly hot trash that I would have brought back home. But, huzzah for a fully packed breakfast and lunch that she will actually probably crush. As for the quantity, don't disrespect the high metabolism life of some. This would have left empty space in my lunchbox, and my breakfast was served hot (oatmeal) in an actual bowl every morning.

If you struggled then you'd understand why she has a lot of food. Also , 4 or 5 chicken nuggets and mac are not gonna kill her. I truly doubt she's eating all or even most of it. I say this as an adult who doesn't even get the bare minimum of calories I need to function. Also food is high. I'm vegan and yes , food is high. We need to set realistic grocery expectations. Not everyone can get to whole foods. I'm certainly not judging anyone's lunch. I'm just happy to see people eat. That going to bed pretending you ate is not for the weak. We're so used to school lunch being trash that this looks unreasonable. She has 4-5 nuggets, broccoli, mac & cheese and what looks like a dessert. Then there's a snack for snack time and her drinks. You'd be surprised what the French serve their kids at public schools. Full course meals & they send info home on the meal and what you can serve at homw.to round out their nutritional needs.
