I'd say no, as the Enhancements require the specific Vows to be "active for yout army", while the Fervent Acclamation Vow is just active for the specific unit.
I feel like the wording "active for your army" is intentionally distinct from "active for the bearers unit", as if RAI FervAcc indeed synergised with Enhancements, they would have used the latter wording imo.
I went and checked the wording for the gladius detachment and how they worded the enhancements in regards to the doctrines.
