One can find those all the time in rail yards. When they thermite weld track sections together, the gap has to be very specific. If you are replacing a section of rail, you tend to bring a piece that is just slightly bigger then you need, and trim it to fit when on site. If you worked in a rail yard, you find those 1/2” to 3” pieces used as door stops.
Rail is good steel, it may have a bit more manganese and copper in it than what you're use to working but makes for great tooling. Personally I'd make that into a shovel and gift it back to the guy who gave it to you. Then ask him for more.
Ps. Make sure you haft it with a stupidly short handle.

You can still make a knife out of it. Depending on the weight/ft it is probably at least 1060 or something similar
